Taking into account all the extra levels and upgrades I'd be getting with a NG+, is a NG+ on Insanity more challenging than an Insanity run imported straight from ME2? I guess I'm asking what the hardest possible way to play the game is, not counting Insanity starting from Level 1.

I think Import is a little harder, mainly because your weapons are capped at Level V meaning you will have longer cooldowns with the same weapon loadout. I don't particularly think that starting with a character at level 1 is actually harder than an import either, in fact since you have the same weapon cap, but are facing lower level enemies it can be easier if you make sensible investments in your powers.

There isn't a huge difference though, in my opinion.

Yeah, ME2 Import is more difficult. Your weapons will cap at V, making them weaker and heavier. You'll also have less points to put into your skills, meaning you have less options open to you. I don't believe enemies scale to your level in ME3, so a level 60 character will have little trouble with the majority of the game.

Speaking of the weapons - you can only get to level V in your first playthrough, but level X in a NG+. Does this mean you can upgrade all weapons to X, or only the ones you'd previously upgraded to V?

OK, thanks for the replies. And @Captain_Obvious, I'm pretty sure you can upgrade any and all weapons to X in a NG+. I've also heard that when you pick up a weapon you already have in a NG+, it's automatically upgraded to VI if it isn't already a higher level, but I haven't done a NG+ personally.

It's not automatically upgraded to VI, but it will gain three levels. So when your Mantis Sniper Rifle is still level I and you pick it up again at Mars, it will automatically upgrade to level IV. If it was level II, than it will become level V, and so on.

This also means that every weapon in your armory that you picked up somewhere in your previous playthrough can't be leveled higher than VII initially. The three remaining levels are unlocked by picking it up again in your current NG+ playthrough.

The exceptions are the bonus weapons (pre-order, collector's edition) and also the Spectre weapons (Wraith, Black Widow, Paladin), as they can be upgraded to level X right away. This is often very expensive, though, about 150.000 credits just to upgrade from level V to X.

Black Widow is amazing. Though so is Widow and Javelin.
Paladin is amazing. Though it feels like an upgraded Carniflex rather than a new pistol.
Wraith just feels a bit weak compared to Claymore, Geth Plasma Shotgun and Graal Spike Thrower.

The Paladin is a variant of Carnifex, which is why it feels similar :)
