I have not yet received my commendation pack for operation mastiff. I ran with my buddies whom two of them played characters from the rebellion pack and we did get a full extraction on silver difficulty.
I myself did not have any of the new characters unlocked so I did not run one but, none of the three other people in my group thought that should matter as long as one person in our group was playing a character from the rebellion pack. "Personal Goal: Extraction on Silver difficulty with one squad member of the Rebellion Pack classes: Vorcha, Phoenix Project Defectors, or Quarian Male.
Special Circumstance: None.
Completion of the personal goal awards that player a Commendation Pack."
If I misread and misunderstood the requirments of this last weekends event, then I know I am not alone and I feel cheated. I don't have as much time to devote to the multiplayer as I would like but, I make it a point to participate every event and have done so since launch and this will be the first one I have not earned a comendation pack.
I am sorry If someone has already made a thread concerning this matter but, I couldn't find one.

actually do it before the expiration is up. When you see it in the store theres a counter, like 160 hours or something.
I too have the bug, I had to do live chat with EA each time for a operation to activate every pack. Thankfully the staff over in India are very friendly =p

Don't you have to complete the Personal Goal yourself? Otherwise it would be a Squad Goal.
It seems it was meant for you and not your squad to complete one mission on silver difficult with one of the new characters.
I'm guessing you only got the Victory Pack. I'm not sure if you fulfilled the requirements, but as stated above, I advise you to contact the support.

The Goal was to complete a silver round with some one in your squad that was a new character. It never specified it had to be you. Just contact EA before Wednesday (VP and CP only last a week and I got mine on Wednesday)

So yes you did misread it and really just focus on premium Spector packs and you will get new characters at a higher clip.
You'd be lucky if that gave you the commendation because you didn't do the personal goal but only the squad requirement which is why you only got a victory pack.

There's nothing to fix. He didn't have the new character last weekend for the personal goal so he won't get it.

Yeah, that's definitely a problem. I had the same situation as you, one of the people in our squad had a Rebellion character (I didn't even get one of them unlocked until today) and we had a full extraction on Silver...but I actually got both the Commendation and Victory pack. I will note that it took a couple of extra days for the Commendation pack to show up, so maybe it just hasn't registered yet? Either way, I'd call their support line.
