In the mark of the assassin dlc how do I bring both Bethany and Sebastian. Bethany isn't with you after chapter 1 and Sebastian doesn't join until chapter 2. How do I have both of them in my group?

First, Bethany will be able to be in your group in the DLC, if she's still alive. While she's not a main party member throughout the story, she is available for Legacy and MotA.
Second, recruit Sebastian.
Third, start up the DLC.
Fourth, play through the intro. She won't be readily available because... well... she's nowhere near you. She's either in the Gallows or with the Wardens.
Fifth, when you leave the intro area, you will be able to put Bethany in your group.
Although I should mention that I think Legacy should be played first, because that DLC kinda introduces them to one another in banter. If you have Legacy that is.

No.
She just has to be alive to be playable. Grey Warden or Circle Mage, either way she's playable in the DLC, after the DLC's intro.
