I got DA:O and DA:O:A in 2010 and got all the dlc, how ever my x-box got red ring of death and so I got a new one. Iet it long on to x-box live and now not only does my dlc no work for other profiles on my consule, I need to be on line inorder to use it on the one that I down loaded it to!
So WTF guys What the actual ####### HELL!!!!
Why is it doing this, I have already tried to redownload it, must I delet the files first?
I transferded over all my content from my old hard drive.
CAN I FIX THIS!?
If I can't forget any DLC from any where ever again.
My DLC now requires X-Box Live

Some parts of your post don't make a great deal of sense, but I get the gist of the problem.
You need to perform the content license transfer for the dlcs to work properly on your new 360. Link in sig. Would also recommend recovering your Gamertag on your new 360 as well afterwards to consolidate everything to your current 360.
