This would be awesome. I'd prefer the VA actually coming back but this would suffice.

I heard that was the reason Morinth wasn't even in the game in the first place, that they couldn't get her voice actress back.

Nobody knows. And Yvonne never talks about projects under NDA on twitter, so we'll never know until the EC release or an announcement by Bioware.

Whether or not Morinth's original voice actress was available, I'd bet that the decision not to bring her back as a character was based more on the fact that very few people recruited Morinth. For the average person that played Mass Effect 2, Morinth was just a person they killed on Samara's loyalty mission.
I was probably one of the few people who had a renegade save where I specifically saved Morinth, just to see what they would do with her in ME3. Very disappointed by what happened with her. I felt horrible for betraying Samara like that and it was all for nothing.
As for Yvonne Strahovski coming back, I bet they could splice up her lines from ME2 and 3 and make her sound reasonably good for the EC DLC. I've seen YouTube videos with spliced lines that sound pretty good for amateurs. I'm assuming Bioware could do it better.
