Im playing through the Mass Effect 3 single player again.  Im a soldier and whenever i use Adrenaline Rush it activates the cooldown gives my character a yellow glow and thats it.  No time dilation or increased dmg (as far as i can tell).  I've searched and found a few topics here and there from the demo but thats it and it was never adressed how to fix it. 

Update:  I swtiched from the particle rifle to the mattock and the time dilation returned.  However the screen effect hasn't, not that its all too important.
