I like the idea but if it's hard / time consuming for programmers would it be easier to just increase the passive weapon damage? For example if you had three mods to use and you would take extended barrel, piercing mod and scope for an assault rifle, now you can take only the piercing mod and scope with 25% higher passive weapon damage and have same results.

I like this idea but if it is too hard to implement I'd like to see all Soldiers have their passive Weapon Damage bonus increased.

A simple but effective buff for the Soldiers, I approve. Along with this buff, new mods should accompany it so as to improve mod customization, rather than selecting 3 (arguably obvious best) out of 5 weapon mods.
Dispersion Mod
Description - Upon detecting a surface, each shot disperses into multiple smaller shots, impacting the surface (or shield) at different points. While the velocity of the projectile remains constant (thus damage remains the same), the scattering shots force shields to shift their focus at different locations, reducing its overall protection effectiveness.
In-Game Effect: Adds a flat shield damage bonus (opposite of flat armor damage reduction), drastically improving low damage, high rate of fire weapons; but granting negligible differences for high damage, low rate of fire weapons. Also reduces the effects of shield gate by a set percentage. Unavailable for Sniper Rifles, so as to keep them in check. This would put Assault Rifles more in line against Sniper Rifles and Pistols, and giving the ultimate tool for Soldiers.

As much as I approve of this, this will not be possible. I believe all Bioware can do is tweak some numbers, so the buff of passive damage is the only way they could do it.

Higher weapon damage bonuses and your idea could make soldiers actual soldiers. Or allow the soldier to use an extra weapon instead of the two normal classes get. No weapon wheel for obvious reasons but you have to cycle through your weapons by holding reload.

I dont see how it cant be implemented through DLC if they did the gear slot in Rebellion, but very good idea, especially as they havent got the ability to use 3 or more guns, it would give soldiers a welcome buff.

+1 I agree. I mean right now I love my soldier classes, but I feel they need to have a combat edge over the over classes. Infiltrator has a high weapon bonus with cloak, why not increase a soldiers passive bonus? If an adept wanted, they can have the same weapons as a soldier and just shoot. I think the soldier just needs that something extra.

These are my thoughts, they went out of their way to add in gear, it shows they are willing to modify gameplay further then the usual, with additions like this. Some of the finer points would involve limiting this to a single class (there isn't anything like this yet), and adding or separating it from the same single player mechanic.
Simple on paper, but it does involve quite a bit more then easy number changes, I realize. It just seemed a very obvious idea after I couldn't decide what to put on a Saber once I finally unlocked it.
As far as the extra guns, I wouldn't be against it, but I feel it would slow gameplay down too much for a Soldier, and eventually become a novelty.

Soldiers should be able to carry extra heavy weapons into battle. Nothing crazy, but something around 14 Cobras outta do the trick.

Definitely beneficial but not too OP.
At this point I think soldiers are pretty much fine, but it REALLY depends on the gun you use. Same as a lot of classes, but soldiers really need to lean. Without a gun, grenades, carnage, concussive shot etc isn't going to get the job done.
