I"m trying to find Rose Bouqet, she's not at the Five Flagons Inn. Or even outside it. Is there some kind of error in the game?

Neutral PC's tend to run away from enemies in their line of sight (i.e. if you triggered some of the night time encounters wth vampirs or thieves in the bridge district), check inside the nearby buildings.

She doesn't seem to be anywhere.

If you've checked the buildings accessible to you then I would guess she's in the Estate of Saerk Farrahd. From memory you can only get into this as part of Anomen's quest, but that wouldn't stop a running character going in there. You could check by using the Area Transition cheat CLUAConsole:MoveToArea("AR0504"), which I think should take you to the ground floor of this Estate.

Thanks everyone, but I decided to just skip the skinner murders and head straight to Spellhold.

If you speak to the beggar and then the merchant near Rose the elephant hide might be enough evidence. Something to try when you're back from Spellhold.
