Got DA:O - UE off a Steam sale and decided to give the game another whirl after playing through Origins (the original version, 1.03 I think, not UE or Collector's, and also not on Steam) two years ago. It ran just fine then on max settings, no lag to speak of.
Installed from Steam (came with patch 1.05), copied over characters mods etc., loaded it up fine got the DLC everything seemed good.
Loaded a save, ran fine for about 10 seconds and then dropped to FPS so slow that it became unplayable. The game will literally stand still for 5-30 seconds before moving a frame or two, maybe completely crashing.
Step 1: Figure maybe it's from the old config files or some such, so start a new game. Success, in that there was only occasional minor lag. Then I get to Ostagar, and the same thing starts happening.
Step 2: Tried disabling 3rd party mods, force loading the game. Still lag. Did not try a complete new game with no mods installed, as I haven't felt like playing through the origin story again.
Step 3: Tried setting core affinity to core 0, 0 and 1, etc. No difference.
Step 4: Tried uninstalled Awakening mod only from Mod Magager. Still lag.
Step 5: Uninstalled DA:O - UE, installed DA:O on Steam (v 1.05), copied Addins over (which had Awakening...) and played. Still crippling lag. Did not try DA:O without Awakening mod.
Step 6: Uninstall. Download and install EA's Origin. Install DA:O - UE from there (v 1.04) . Retry steps 2-5. No luck.
Step 7: Check gpu & cpu temps with HWiNFO32 - all ok. Play other games (Oblivion, Batman, etc.) all ok
Any ideas? I'm at my wit's end trying to sort this out.

Your non-Turbo core speed is really poor. I would suggest that you have somehow readjusted the laptop's settings to an extreme degree, so it doesn't use its Turbo at all.

Good suggestion - double-checked that just now and it was indeed NOT enabled even on high performance, from what I could tell (although it hasn't been affecting performance in other games). Re-enabled it, but still the exact same issue. Also tried setting affinity to only core 0 with this setting. Same.
Forgot to mention I also tried setting graphics to low, disabling persistent gore, disabling online aspects of DA, all to no avail.
Thanks for the suggestion, Gorath.

Seem to have figured it out, at least partially.
UE includes lots of the add-ons already, but I copied my add-ons from a previous install into the docs folder (which isn't where the UE versions go). After doing a complete uninstall, then reinstalling and only adding the mods / add-ons NOT already included in UE, I can get the game to run just fine even into Ostagar, whereas it would lag on me there before.
However, previous save games, when loaded, still exhibit this debilitating lag. Any ideas why that would be, and if it's reparable?
At least in the time being, I can start from the beginning again. It's always fun to make a new character
