This is a tough one for me. I'd treasure different things for different reasons, so I had to list them:
Full Size Artbook. From early sketches, to fully developed concepts, world maps and final in game art. Showing the progress from Dragon Age: Origins to the latest game, as well as unused concepts. This is a peace of history I personally appreciate. The cover may resemble an in game book, much like the collector's edition of the "complete official guide" to DA2 resembeled Cassandra's book. In that sense, it is a historical piece from two point of views, production and lore-wise.
Secondly I'd vouch for a Replica of "Warden's Oath" Amulet (or similar, perhaps a signet ring or a piece of hewn lyrium). It is small and easily fit to be a collector's item. It can either be worn, or cased and displayed. Scaled down replicas are not encouraged, unless they are displayed on:
Third, a collector's figure would be nice. Maybe of Duncan or some other legendary character.

- Dog as a plush toy ^^
- grey warden pendant as jewellery (manufactured well enough so you can actually wear it)
- an additional character with new storyline
- high quality poster of all main characters
- a book/DVD that features "DA behind the scenes", like a making of. Interviews with character voices, writers, developers...
- cup for my office desk ^^
- anything you can really use (not only for displaying dust), like key rings, bottle opener, USB stick, studs ^^, belt buckle, pocket knife ^^...
Anyway, the extra content really should be unique and creative. NOT exciting in MY eyes (no offense meant!):
- art books (I have to many of them and you only look at them once)
- big game boxes (same here, shelf is full)
- maps
- miniatures of things like swords, shields...
- in-game items (blood dragon armor in DAII - seriously??????)
- prints of the codex - I did not read it in the game and I won't in real life ^^
- letter opener in form of a sword
Some people already said it: price is important. No matter what's in it, if the price is too high, I won't buy the CE.

Actual useable items are always nice. (Clothing, key rings, jewelry
One thing that can easily put me off to a CE are in-game items, if it's done when the game comes out, everyone should have a chance to get it not just the people who can afford to drop ridiculous amounts of money. I know I've had the experience where, money was so tight I could only get one or two games a year and it's more than a little disheartening to see that I won't get to go to X location or use Y weapon because I was too poor.

Deadly Serious: Whatever it is, it had better be of equivalent quality across all platforms - we PS3ers get tired of being shafted. (Anyone compared the SE Skyrim map for PC/XB with the one for PS3?)

Any of the following would be a nice addition:
Soundtrack.
Art book. I would prefer something like Skyrim’s art book in terms of the size of the book.
Game guide.
The standard exclusive in-game armor/weapon or some small/cosmetic in-game items. i would prefer that no "premium", like From Ashes, day one dlc is included from the start/or released at launch, maybe a code to get some premium content for free later instead.
A comic related to the game.

I'd like to say what I'd not like in the Collector's Edition: Promotional Items. If DAIII is anything like DA:O or DAII, then I'll probably end up playing it around twenty times, and one of my favorite parts of the game is in the beginning when you're attempting to scrounge together an acceptable armory, and when you already have one waiting for you after the prologue that's better than anything you could otherwise get, it kind of ruins it for me.

Something like these ideas would be brilliant. Statues are all well and good. But as someone else said they eventually just start collecting dust.boodrl wrote...

I think a chest would be expensive but if was of good quality I'd snatch it up.
Things I'd like to see in the chest would be (in order of importance imo):While I do love to seeing the creative process via artwork and such I always find this stuff eventually on the net via your game websites or wikis.
- dlc (I'm a sucker for extra armours, weapons, extra characters etc)
- A cloth map of Thedas
- Gray Warden pendant (or a similar replica)
- A tome/book containing some stories about thedas. I'd love to read more dragon age lore.

I loved the cloth map from the CE of Origins. So maybe a full Thedas cloth map would be great. And Id love to see a book/tome with either stories in Thedas as boodrl said or a full blown codex tome.
The Grey Warden pendant is another great thought. Or something similar. Maybe the ring Morrigan gives you if you romance her in Origins.
The soundtrack goes without saying. I love the music from DA.
And finally as Azorith said a wooden chest or box to keep all this in.
Something done like this would be my dream DA CE.

- Definitely an art book, but a comprehensive one, not like the normal, flimsy, 20-40 page pamphlets we normally get, something akin to the Mass Effect universe one Dark Horse put out earlier this year, but BIGGER.
- A high end action figure too, I just got the Deus Ex CE the other day and the figure that comes bundled with that is awesome. Morrigan in that kind of style please. Failing that, a statue/ bust could be cool.
- Exclusive (and by this I don't mean available to everyone else in a couple of months via DLC) content; something to really incentivise me to pay out more for the CE.
- Free access to later DLC (this might be tricky to impliment however, but if linked to the disc, would conceivably reduse resale...)
