I would rather the game leave them than have some bug delete a quest item prematurely. Still, maybe this can be a feature in the next installment of Dragon Age.

EDIT: Pouch of Ashes is an item you get early in the game, along with a codex entry, I do not mean the Pinch of Ashes from the Urn.

There are some rocks in the Kocari Wilds that you spread them on to summon and fight a demon. You should have got a codex entry at the same time you got the pouch.

like others said the prime purpose is to sprinkle the ashes over some rocks ... you might have missed the quest though.
you can also use it as "replacement" in some of the ashes from the urn dialogue options ... if you like fooling npcs
