In ME2, it seems that none of the squadmates use the Scimitar properly (which is to say fire as fast as you can). Do they actually use its high RoF to its full potential in ME3 now?

Yes! They noticeably fire multiple shots in quick succession if they have a clear shot with it. The best way to take advantage of the gun is to have james spec'd in defense with incendiary ammo positioned in the open, he can take a ton of hits and fire. Keep in mind the scimitar is low tier, this strategy works much better on the stronger shotguns.
