N7 840 myself, though I spend long stretches not promoting, including now, unless there's an operation that requires it. I don't personally think it means anything. I see people of all levels play terribly and people of all levels play at least somewhat competently, if not good.
Only thing you can glean from N7 is playtime, and even then it's not accurate if they choose not to promote. It means nothing in regards to skill. It should, as if you've played longer you should know how to play, but it doesn't.
