I was on PS3 and I would start a lobby, wait for 2-3 people to join, explain Operation Savage and boot anyone who didnt comply.  Sure, I got kicked out of my own room twice, but I was able to successfully pull off the mission at least 20 times.  Most people were willing to comply once they found out that this was going on.  Again, its just a bummer PS3 users arent given a splash screen explaining the op to them.  It doesn't seem like it would be that hard to do...

to see how long you have to redeem your stuff, just look here, after logging in:
check your 'registered game content' and you will see previous 'Packs' from other Operations

I still see: 
Operation Exorcist Commendation (Valid until Monday, May 7 at 11:59pm PDT) for example

Sheeesh.... That really sucks. You should be able to access your packs online. You can access your manifest, why not awards.

Yea, I have Operation Raptor Commendation (Valid until Tuesday, April 10 at 5pm PST) on my list, both 360 and PC version.  I don't THINK that's the one I asked for help from EA support to get.  Maybe I just missed out, not knowing that it was supposed to be ready for me to get...

I think you can survive a couple days wait for your commendation pack. Just be patient.

Agreed.  There's a difference between "OMG I WON WHERE MAI PACKS!" and "Has anyone heard if the operation was successful."

I was playing a bit this weekend, and it was as if people were deliberately not participating. In the end, I did more firebase white and less fun with vorcha/batarian/krogan than I would have liked.

It was rare for me to see a lobby without at least half "Savage" characters.  I personally just played them no matter what and let the others do their own thing...  My Tron Krogan doesn't care what fleshy things fight alongside him, so long as they don't get in the way.
