The quote simply means that men must be in control of magic, the magic (like demons etc) must not control the man. A person whould be free to do/use whatever magic he/she wants, but as soon as he/she is possessed by a demon, he/she becomes a threat that must be dealt with one way or another.

Magic is a tool..and a corrupting one at that. Blood magic more so by an order of magnitude.
We can speculate all we want on what was the meaning behind those words, but unless we get a chance to talk to Andraste we'll never know for sure.

Magic is a tool to be used for the betterment of society. I've always considered the possibility of Andraste being a healing mage and perhaps the chantry either knows this and is hiding it or they don't know and it would open hilarious dialogue....
