A game is not "incomplete" just because it has DLC.

You would not get more content in your main game if Bioware stopped making DLC. You would simply lose the option of having that extra content.

She was cut from the game because she wasn't going to be done on time, but then EA delayed the game for 9 months to allow a simultaneous release on PC and consoles.  That gave BioWare enough time to complete the content.

Why do game companies make 'Day 1' DLC at all? To increase pre-orders/encourage early sales of the main game. Not to mention the fact that early DLC sells much beter than later DLC.  Once hype for the main game dies down, and most people have completed it, interest in DLC drops sharply. The longer you wait to release it, the less you sell.

As for why Shale specifically was released on Day 1, I have no idea. Bioware probably had several characters planned that were eventually scrapped for any number of reasons. But she's not integral to the game in any sense, so it would be an extreme stretch to claim that Origins is 'incomplete' without her, or that Bioware somehow cheated people.

Shale was mentioned by the writers, years before the game was released, as something on which they were working. Then, months before release, they mentioned she'd been cut because there wasn't time to finish the content.

There was much disappointment.

Then BioWare said they needed to delay the game for three months. They said this publicly. Then EA announced a release date a further six months after that, which is when the console versions were scheduled to be released anyway. There was much speculation that EA delayed the game an extra half year specifically to allow a simultaneous release. BioWare neither confirmed nor denied that (and they'd been very open about pretty much everything else during DAO's development).

Then, during the delay, the writers told us that they now had the time to finish Shale, and were releasing that content as DLC that was included free with the Collector's Edition or with pre-orders (I forget which). I expect most of the long-time fans who'd been following the game's development long enough to know about Shale in advance got the DLC free. I certainly did.

If BioWare hadn't taken the old BioBoards offline, I could find you the relevant dev comments, with date stamps.

Shale was free with all new copies of the game.  She was one of the first examples of Project Ten Dollar, if I recall correctly.

i've said it in nearly every topic (and you all are likely sick of me)

but i bring this up again.

Race Variety (including Kossith)

i don't like being limited to human, especially considering that in every game that gives me a choice, i NEVER play as a human. (well, almost never, there are rare instances where my hands might be tied) I Know what a human is, i am one, and humans are boring.

After having only played DA2 for 11 hours or so, I'd say it would be nice to be able to bring more, if not all, party members with me, similarly to Final Fantasy X.

Reason is, it's a pain to reach a point in the game where you realize you don't have the correct party members for a massive fight and have to venture all the way back to a point where you can rearrange your party in hopes you get a better combination. 

Oh I forgot...
As an aspiring programmer I know the rule of reusing code. But please make areas a little more distinct. Two of the caves are nearly identical! Also, please don't give the illusion of an onward path on the minimap when there's a blockage cutting it off.

Well there you go.  So it can't be said at all that she was cut from the game to be sold as DLC - she wasn't initially sold at all.

I missed the earlier misinterpretation of my point: seeing as I didn't pay for The Stone Prisoner, I can hardly say that they cut Shale specifically to charge for her.

The reason I think they included her as a Day 1 DLC was to discourage piracy: you're supposed to need to log in to the BSN to download her. (It also doesn't hurt that if you get the game second-hand, you still have to pay them when you ordinarily wouldn't..)

As for the game being complete without Shale... no it isn't. I played it through twice without her, and she completes the game. My third time through the Deep Roads, the only reason I didn't boredom-quit was Shale.

Edit: As to the point that she was initially cut due to lack of time, it doesn't by itself explain why she wasn't re-integrated into the game proper when it became clear there was time to do so. But I believe I may have done so.

Right, but those are your personal feelings, and they don't change the fact that, when you take out Shale, the game changes very little. I played the game through several times, at least all the way up to the Landsmeet, before I finally paid for her. Origins is complete without her.

She's the least important and least integrated of all the companions, and that's saying something in a game where you can avoid picking up more than two-thirds of the party entirely. Her plot is entirely insular and exists solely for the purpose of obtaining her, the Warden has no good reason to head to Honnleath otherwise. Lift her out and it makes almost no difference.

Of course, that's probably a symptom of the fact that she was tacked on at the last minute. If she hadn't been initially scrapped, then her story might be different.

Because it was never clear there was time to do so.  The full game goes gold well before release day.  Releasing The Stone Prisoner as DLC gave them as much as a full month of extra development time to refine that content.

That's not strictly true.  Shale has extensive content in the Deep Roads, including a whole extra area to visit.  She fills in quite a bit of dwarven lore, as well.
