You underestimate Singularity. Sure it's not amazingly useful, but there are many situations where it is helpful.
Throw one at a Ravager before you Smash it to prevent Swarmers soaking up all your Smash. Paralyze groups of unshielded enemies while you take on harder ones. Stagger Guardians so you can get away.

How do you have your singularity evolved?
When you use singularity, where is the "black hole" in relation to the enemy you used it on?
-In order for the singularity to stagger the enemy multiple times, you must take the 35% expand evolution in rank 6. This evolution allows the singularity to expand over ten seconds. As the singularity expands, it hits the enemy again and again with each expansion and each hit staggers the enemy. If your singularity field isn't growing then you will only get the original stagger from the impact of the singularity's original cast. (Edit - If the enemy is a hunter or a guardian, then they will constantly try to walk into your singularity and will stagger themselves with each attempt and the 35% expand is not needed to stun lock these enemies b/c they do it to themselves.)
-Shielded, non-armored enemies can not walk through the singularity field. Once again, with the 35% expand evolution in rank 6, the field becomes huge and shielded enemies can not walk through it, or once the field grows around them, they can not walk out of it either. One exception here, Nemesis's can and do walk away from the singularity, but this is due to the fact that these are the only enemies in the game that will run away from you instead of trying to walk through your singularity to get at you.

Singularity>Lash is an extremely fast way to create BE's on unshielded mobs.

However, not taking Smash is crazy. Smash is the PA's way to damage armor and fight up close. Without smash, you are effectively gimping yourself... bigtime.

The Phoenix does not have to shoot nearly as much as the human adept because lash can be speced to affect even shielded eniems and is a long range power.
Singularity should be buffed. That would improve the original human adept as well as the Phoenix version.

Maxed Singiularity on my PA, completely gold viable. Stunlocks Marauders, Hunters, Rocket Troopers, Centurions, Nemesis. Plus, hit them with an Eviscerator while Singularity is on them, watch them float, use the quick recharge time to give them a Lash and BOOM! It takes out the shilds of other mid-tier enemies, hit them with Singularity and you have a floating party!

Yes, because lash doesn't mesh so well with the Vanguard. The Vanguard is up close, and you NEED extra shields and health on one. So it's best to focus on full charge, smash and full passives. Lash is left for the Adept.

Smash and Lash are both extremely powerful. If the cerbadept had another high-tier biotic power to go with them, he'd certainly be overpowered.
