IMO, Just bring back Headshots/Critical hits on all enemies and give an increase to the damage bonuses on all characters equal to the damage nerf to TC, letting all characters more equally have the option to spec for weapon damage and give infiltrators an advantage by letting them be invisible when they line up their shots and whatnot.

Leave tac cloak alone. It's in no way over powered. It only seems that way in the hands of someone who's at least decent at the game. I've seen plenty of infiltrators that sucked and TC didn't help them suck any less.

Why? There were no nerfs at all. I think this balance change was pretty good.
Edit: Oh, just saw the part about tactical cloak, well I can't say I'm looking foward to that. I'd rather they just continue buffing the other classes (such as this week's balance change which buffed the Human and Femal Quarian engineer) rather than nerf tactical cloak.

I'll have to give the QFE a whirl again, I still used her before, but the turret was certainely lacking.

Please, PLEASE don't nerf TC into oblivion. Having played MP extensively I can say that percentage is so high because, for many, the Infiltrator is really a noob crutch. Good and Elite players take advantage of this whenever they can, and also favor the class for speedruns.
I play on Xbox and I can say overall the ratio of bad to good Infiltrators is probably something around 10:2. Of course it might be a little ridiculous with the damage bonuses, but I strongly believe if other sub-par and average classes were buffed that 33% will drop. And finally, to avoid power creeps and facilitation of the game, slightly buff enemies.

The reason many play inf. on Gold is that many classes are useless there, with a inf. you know you're prepared to anything. Buff the other classes, and I'm not talking about their turret/drone. Even with the buff nobody sane will bring their QFE or HE to U/U/G.

Oh, and if you're going to nerf it, at least fix the TC bugs. Oh, nevermind, wait, fixing what is broken. ha ha

And IF you HAVE to change TC, can it be that it changes the "all" damage to "Weapon" or "Sniper" damage instead and leave it at that? PLEASE??
Maybe I'm misunderstanding you, but why do you suggest that? Abilities on infillys don't reach the same levels of overpowered due to cloak bonuses that sniper rifles already do. Their goal is to diversify approaches to the game, not make sniper infiltrators the only serviceable infiltrators.
I think TC should just have a longer base duration and a lower rank 6 sniper rifle damage multiplier, and be affected by encumbrance in the case of its minimum duration.

A level X Viper now does more damage than low level Valiants, and it weighs less and holds 6 shots. A bit more recoil than the Valiant, but easily manageable. I'd say this buff puts it in a very good place.

I don't recall the damage values for the Carnifex, but is it still better than the Viper even after applying the Infiltrator's 40% bonus damage to sniper rifles?

No gun, power or class was "nerfed into oblivion". There is zero reason to believe they will screw Cloak. Falcon still good gun, before anyone rages at me.
I'm betting 1s increase in base cooldown.

Someday it won't suck. What it really needs is a rate of fire buff. If I want a semi-auto, I will go BW or Raptor, if I want something to pop heads, I'm going to go Mantis or Widow. The Viper is like the retarded step child with no real advantages, other than that it's easy to level.

A little damage is an understatement. It needs some serious AoE, some decent damage, and some more intense effect to shielded/armored enemies to make it worthwhile. Otherwise, it's two or three seconds of doing no damage to one enemy that can better be spent either deploying a turret, or just focusing fire on that same enemy and killing them.
Enemies in this game don't survive long enough to have status effects play any part in the battle against them, other than the boss tier enemies. And cryo blast doesn't affect any of them at all. (I could be mistaken there, it's been a while since I've played my FQE, but I don't believe I'm wrong...)
