Everyone was expecting it to be additive, apparently even Bioware. Additive would be consistent with all other abilities.

That's why the "look at" TC. It has some bugs in its behavior that are obvious to just about everyone, and it also apparently has some pretty hard to nail down bugs.

(Probably not the first to say this, but still wanted to add my two credits.)

Those are either weapon mods or abilities that modify enemy defenses. The former makes sense to apply before power bonuses, and the latter only indirectly affects damage output. I think the Cloak bonus was intended to be additive, and even if it wasn't, it should be.

No he doesn't. I have no incentive to play as certain classes because they are so much more difficult to use, while people breeze through with infiltrators. it hurts the fun factor. It's not fun to have to try so hard knowing the other guy can facebook/******/infiltrate all at once and still make it look like i didnt do any work.

I belive the geth bonus to geth weapons 10% is also applied to base weapon damage like rank 6 tactical cloak evolution ... 

An important aspect everybody seems to neglect is the fact that the modifiers that are applied to base damage - also affect damage done by ammo power (ammo power damage is calculated of updated base weapon damage)... So rank 6 evo nerf also lowers damage done by ammo power when firing sniper rifles from cloak ... Lowering the (already low) odds of the ammo power damage (which is applied prior to weapon damage) of removing shield/barrier and making it possbile for some shots to bypass shield gate ...(this assumes ammo consumables in MP are coded the same as ammo powers in SP)
