If the player has sided with the Templars you can still give Rogek 40 or 50 gold to start his Lyrium quest, but Godwin won't be there anymore so that's 40 gold down the drain and that's a LOT in this game. I just found myself loading an older save 7 hours before so I can circumvent this mind numbing bug. Couldn't it have been simpler to just allow the player to sell the Lyrium to the Templars instead or something? <insert swear words as needed here>. I forgot I have to redo the Circle tower as well. Nevermind I think I'll put this game aside for now.

I got the Lyrium off Rogek, completed the delivery to Godwin, went back to Dust Town, but no Rogek to complete the quest. Is this a bug also ?

Same problem for me , really wanted that extra cash.

If Godwin is no longer there to accept the lyrium you can sell it to most vendors. You won't get all your money back, but you will get a bunch of gold.

I have also had an issue with the quest. After I got the quest in the first place, no matter what conversation options I chose, Rogek walks off and disappears. I figured that must be ok then, and that he'd reappear later when the quest was completed. However, after I sell the lyrium to Godwin and return to Orzammar, Rogek is still nowhere to be seen. Anyone know how to get him to reappear?

Same here! Looks like this really needs to get fixed. That's 25 gold I'm not getting...*grumbles*

Is this still an on-going issue, yet to be resolved in any way by the makers, or is there a fix out there now?

Not going to happen after two years now. There is a sticky already describing the maximum limit that 1.05 will go when it moves from Beta to release status.
