The Quarians' charm and mystique pretty much depends on us NOT knowing what they look like, and letting each of us fill in the gaps with out imagination.
Revealing their faces is a bit like revealing the ghost in a horror film: no matter how good the cgi or the masks, they can NEVER live up to what our imagination can conjure up.
Pretty much my take. I would have liked a bit more effort be put into her photo (the hand!), but I never expected quarian faces to be shown in the series. Every individual would have had a different idea of what they look like, and no artist would be able to satisfy the many interpretations out there. I'm sure whatever they did would devolve into people whining that quarians are too human, too alien or something else.

fully expected to see a Quarian face by the end of the trilogy. They obscure their faces in each game, make their need to be bound to their suits integral to their culture, and then (in ME3 and ME2) tease us with cut-away shots again and again as the mask is taken off. Seemed inevitable to me.
Also, revealing their faces is already a moot point - Bioware already did a face reveal and showed us exactly what the quarians look like. Some may have preferred that their faces never be shown at all, but
that ship has sailed. So if they're going to do a reveal, why not do it right?
Especially when your first attempt was reviled and you have a rare second chance at it?
