Never could find any exact stats to but here is some info from players:

masseffect.wikia.com/wiki/Particle_Rifle

I know it's not exactly what you wanted but what you want doesnt exist to my knowledge.

You can try to compare the stats with the other weapons with known values while on the Weapon Bench. You can roughly gauge the PR stats that way.

I don't know the stats (the numbers)

But I do know what it does.

This weapon balances a few moderate strengths against some pretty heavy cons. It is also a weapon that is pretty easy to pick up and use.

Pros:

Looks Amazing (at least from my point of view)
Regenerating ammo.
Fast rate of fire which synergises well with ammo powers
Good range
Very stable for a rapid fire weapon

Cons

Overheats quickly.

When you overheat the weapon, it takes 2-3 seconds to cooldown. This can be a problem. 2-3 seconds is a long time in a very quick paced combat system. So make sure that you don't overheat the weapon.

Very weak damage output. There aren't many cons for this weapon, but this is a real deal breaker for lots of players, but for me. I still love this weapon. It looks sci-fi, and check my list of pros.

I don't have concrete stats, only some practical data, gathered before 1.03 patch (since they apparently fixed Valiant ammo count, maybe they tweaked something in other weapons). Anyway:
Particle rifle burns about 25 "charges" per second, so 100 will be depleted in about 4 (not sure for "warm-up" period during few first seconds.
180 (with mag cap mod) are depleted in about 9 seconds.
If rifle batteries totally emptied it will take about 5 seconds for them to recharge, apparently irrelevant of mag cap mods, but, during that recharge you cannot press spacebar (or whatever that "do everything" button on consoles) - otherwise recharge will be reset. You can press spacebar after ammo begin recharging, what itself took about 4 more seconds.

Awesome! Thanks Rudy.
Do you have any idea about its DPS? (before or after the warm-up phase)

All I have are my tables of comparison time/number of shots required to kill someone. I post most of them in "best sniper rifle in SP" topic (should be several pages back in this very subforum). There is a lot of nerdy talk, but numbers are there. Posted Image

Speaking of damage rate - Particle rifle required ~150 "rounds" to strip Banshee's armour (barrier was stripped by other mean) and it took around 7 seconds (my shooting timer cannot register ingame "bang" as signal to work, so I had to rely on my ordinary stopwatch).
My Shepard was wearing Cerberus armour, used IEA and had AP mod installed.
For comparison - Mattock required 13 seconds (and 2 reload). Well, lurk through that thread, my tables are there, if you interested.

Quick bursts are always the way to go with the particle beam.

It can be a pain waiting for that weapon to cool down if you overheat it.
