First Ashley was my LI from ME1 and I want to continue it in ME3 but im unsure about this situation.

In ME2, if i got the email from kelly after the suicide mission and invited her up to the captains cabin, does that count as cheating and will that affect the romance with Ashley and will Ashley say "i love you" in the intimate scene or does she not say it?

As far as I know it will have no effect. At least it didn't during my playthrough

Don't allow Kelly to survive the suicide mission that way if Ashley ever confronts you about her, you can just deny, deny, deny. No proof = no reason to spill the beans.

Kelly will have no affect. I even have Kelly's picture up in the cabin, Ashley doesn't seem to care.

Sadly for some reason, Kelly isn't considered a romance(In ME2), so no matter how many times you watch her "dance" both in bed and against the wall.
