Hmm... by now the Scorpion and SE are so intrinsically linked I can't think of how it would play without that weapon.

I suppose the old standby: Carnife- oh you don't have that either.

Arc Pistol? You shouldn't be playing Gold yet anyway so your abilities will be most important. 66653 as others have said. Go with Area too.

THEEAV3NG3R, 6 in Operative is pointless, you don't need this weapon damage bonus. Decoy adds to the survivability MUCH more than 6 points in fitness.

I do not stay in the same area for very long and so I find it helps me. Also I use the Mattock X so the weapon damage bonus' do make a difference.

I don't think 6 ranks in decoy is worth it.  The best build is 6/3/6/5/6.  You don't need higher than 3 ranks in decoy.  The extra shields from Fitness are a better choice.

Cyran127, I just like the Shock evolution, and Explosion is handy too. Due to gating mechanics you don't need that much shields for classes which are not frontline tanks. It's possible too play this class that way, the matter of preference. I just think that skipping Decoy entirely is not smart.

Here's a good build for you (6/6/6/5/3)

I paired the above build with your Mattock V as the SE doesn't need to spam powers to be effective.

You need to rely heavily on your decoy and Energy Drain for this build to work.

Decoy distracts allowing you to headshot with the Mattock, Also use Decoy to guard your exposed flank when you don't have a teammate around.  Use ED to rip off shields/barriers and use Incinerate to burn off armor. 

The above build is that of a glass cannon and dependent on ED for extra damage reduction and quick chield recharge in emergencies.  So be careful when you spam your powers.  If your not careful you will die very quickly if caught without ED however if you are careful, ED will keep you in the game long enough for you to either get to cover or your Mattock to take down the threat.

EDIT:  This is the same build I use in Gold only I use the Scorpion.
EDIT:  I don't recommend the explosive decoy build.  I have used the explosive decoy build and its not bad but I never, ever rely on the exploding decoy to kill anything.  Instead I keep my decoy up to hold off enemies and always put up a new one before the old one can explode.

6/6/0/6/6. I use the Saber and swear by this build. I have pulled my team out of the fire more times than I can count with this setup. Incinerate is useless when you can spam Energy Drain.

Here is what I play with and normally will be among the top scoring. I believe this is one of the best builds.

ED: radius, drain, damage.
Decoy: durability, shock, exploding (or durability, I prefer exploding)
Incinerate: damage, burning damage, armor damage.
SO: damage&capacity, Power damage
Fitness: Durability.

You can skip fitness and dump the last points into SO weapon damage.

Use any weapon that will keep you at 200% cooldown or very close to it. I use the Hornet or the Hurricane. For now you can use Phalanx, Tempest or Locust.

Another consideration. I'm currently running with 5 in Incinerate and 3 in fitness. Maxed all else. So like I said above but instead of dumping the weapon damage from SO, dump the last evolution of incinerate (+50% damage to armor) into fitness. Experiment with it. I have to say it can depend on playstyle and weapon combo. Personally I like to spam powers and fire a fast firing weapon in between.

Has to be trolling, also picked weapon damage over damage and capacity.
