How do you actually find Bhelen's and Harrowmont's beliefs ingame?

Every npc I've talked to has only talked about gossip over the king's death and one merchant vaguely talking about "more trade", but I haven't found anyone who tells an unbiased view of what each candidate's policies are. I tried the codex, but both of their pages merely have a simple quote. Where am I suppose to find information on these two so I can actually make an educated decision?

I'm hardly an expert on the topic, having made only two playthroughs so far, always choosing Harrowmont because I had played more conservative characters... So excuse me if I'm mistaken. However, to me, Harrowmont seems to represent tradition and conservatism, he seems to be kind and considerate but also somewhat weak and not so open to changes. While Bhelen, even if sounding ruthless from a lot of NPCs' point of view, seems to represent change. And in a lot of ways for the better. From what I've understood, Bhelen, unlike Harrowmont, is much more liberal. He doesn't seem to be so harsh towards casteless and doesn't support the idea of how castes work in the city. However, he also seems to be the ends-justify-the-means type of character. (Which isn't necessarily a bad thing.)

Personally, I've always wanted to support Bhelen because the caste system just doesn't sit well with me.

If you listen to the town criers or what ever they call them.
They say Harrowmont is more traditional and Bhelen wants to change things.
I think they even say something about him hooking up with that casteless girl.

Pretty much -- Harrowmont is a staunch traditionalist, which can be found out by talking to him (you can still elect to support Bhelen if you decide you don't like Harrowmont after all) or by listening to his crier. Bhelen on the other hand supports trade with the surface (described as Orzammar's life line) and is a reformer. If you listen to the criers, both will talk about his involvement with a Casteless (Bhelen's will even mention that he plans to marry her). Talking to the shaper reveals what the dwarfen traditions are, specifically in regards to the Casteless; visiting Dust Town and talking with Nadezda as well as doing Zerlinda's side quest will you give you more insight.

Talking to Harrowmont -- or simply to his second, Dulin, should you have Zevran with you -- suggests he'll be a weak king; Zevran even advises you against siding with him because of that, especially with the Blight going on. Talking to Bhelen on the other hand shows that he's ruthless, but strong.

I don't think there's much more to find out -- your best bet aside from what I mentioned would be to listen to the criers a lot and try to discern what of what they say is actually true. You won't find out much about their policies, so you'll have to piece things together from the bits you get and try to base your decision on that -- at least with Bhelen, even if you ask him what he'll do as king he'll jsut reassure you that you'll get your troops and that the dwarves will help fight the Blight under him. (Harrowmont incidentally is not quite so decisive. You'll get your troops either way, but a Warden who cares most about that likely won't be happy with Harrowmont's promise to put the matter before the Assembly.)

It pretty much boils down to you either deciding that you can justify siding with Bhelen despite the accusations against him or you deciding that you'd rather support Orzammar's traditions and therefore the caste system by choosing Harrowmont.

My current warden was heavily influenced by Duncan and basically does what ever is necessary to stop the blight so I'll probably roll with Bhelen/save the anvil. Bhelen sounds like he's more focused on stopping the darkspawn even if he has ulterior motives/just wants the throne.
