Xbox 360 data transfer, dlc lost

Hi everyone, i need help immediately. i recently moved my data to a new xbox 360 hard drive, and all the DLC from my mass effect 3 is gone! i bought the N7 collectors edition with the "from ashes" DLCalong with other things and all of it is gone. i cannot redeem my codes because they have already been used. unless i can get it all back i'm going to have to buy all the DLC i can to get my things back.
can someone please help me?

also the dlc works fine on my brothers profile (he was the downloader but they worked for me on my old xbox)

Codes are only supposed to be used once. Once redeemed the code is useless even if you used it. So forget the code.
When you moved 'data' what exactly did you move? The ideal thing to do was transfer everything with a transfer cable; that would save you having to redownload everything.
On that: check my sig on how to redownload dlcs.
Also, since you've mentioned you have a new 360 I recommend you perform the content license transfer to consolidate your content onto your new 360 (again, link in sig). Technically the dlc are still linked to the old 360; and that will cause problems when you are offline.
A troubling thing I've spotted from your posts is the apparent scattershot approach to ownership you have. On the one hand you bought the N7 edition, but your brother's Gamertag owns the content? As far as the system is concerned the content is your brother's and not yours; which also means that he would need to do the content license transfer as well. This may also be why you can't access it now as the 360 doesn't own the content, and your brother's Gamertag was signed into XBox Live. I suspect that should he try playing offline he won't be able to access the dlcs either.
Also recommended is to recover your Gamertags after connecting to XBox Live so you don't lose any data; further consolidating your data on your new 360.

Don't worry i fixed it, turns out i didn't recover my brothers account details and re-download HIS DLC to the new xbox, but thanks foor the help

oh and the N7 edition was my brothers but i paid for half, so its kind of 50/50 and he got to play it first
