Tried to download with my US account and it worked without fault.
Which is a shame really as I leant my copy out to a friend. Now I only have my PC copy and EA are behind Microsoft in releasing the Extended Cut to its customers.

Clicked on the link and I just get a weird page that says "Runtime Error." Is anyone else having this particular issue?

I just completed the download and the "Mass Effect 3 Extended Cut download complete" message shows up over and over again.
I even posted a topic in the Xbox tech assisitance forum here on BSN.

There might be a problem with the console software update. To solve this problem, try clearing a portion of the update, and then download the update again. Here’s how:
On your console, go to My Xbox, and then select System Settings.
Select Memory.
On your controller, press the following button sequence:
Press the left bumper.
Press the right bumper.
Press the X button.
Press the left bumper.
Press the right bumper.
Press the X button.
When prompted, select Yes.
After the console restarts, sign in using an Xbox LIVE gamertag, and download the update again.
After you've reset the update, delete the update that the game made you do, and restart the console. Enter the game, and do the update again, and the do the download. This has worked for me, and I'm now playing the EC.

Restarted my xbox and it was still doing the same thing.
Unplugging the modem was the only way to get it to stop.
Really odd. Think EC broke my xbox.

The link previously posted redirects to MP expansion
"Status code: 80150101" tends to be an issue with the Xbox Live Market place and the end-user's account. There was a system update last week so I'm guessing something may not have taken right on your end.
Try rebooting your Xbox and trying again.
If that doesn't work, try switching to another account on the system that is live and has permissions to download content from the marketplace (switched to my wife's then back to mine and was able to download)
If that does work, you can try deleting the cache and updating again
