I got 2 careers, one for Normal one for Insanity, downloaded DLC from UK Marketplace, but got no new save to play this add-on. Checked both careers, got only my own saves.
How do I start this DLC?

Start the Cerberus base and do the ending.

If you finished the game before, there should be a save called "Autosave". You start from there for the "full effect" but if you restart the last mission called "The Citadel:The Return", you will get most of the ending changes but not all. I just learned this by my experience.
