Er, looking at Harbingers Rate of Fire, he shoots lasers so fast, he can probably destroy a frigate and there would still be time for him to shoot the rest dead. And I dont think he was even shooting anything during that part.

Shepard has a pea shooter and the Normandy has a Thanix Cannon (Why did it never get used in this game btw?)
Plus we saw Harbinger had multiple lasers and was able to fire them very fast compared to other Reapers, Surely he would have fired at the Normandy to keep it at bay and prevent it picking up survivors

So why did shepard jeopardise the normandy for 2 crew members? Why did shepard not order all non-essential personnel off the normandy once it was clear Harbinger didn't give a ****. Why did Harbinger not think the normandy was bringing in reinforcements the moment it came into firing range?

He left after he though everyone was dead. And now you're asking an age old question in a different situation. "Why do bad guys monologue?" Maybe Harby was just cocky.
