My language was english US, nothing. Then I changed to english GB, still nothing. And then I went back to english US and....still nothing. So, no the language thing doesn't work for everyone. Eastern Europe here...

Again, switch your Origin language to US English. It works (I'm from Poland too)

Russia - does not work, swithced gb\\us several times, relogged client, even tried setting into russian. 3 addons avalible, no EC.

Doing steady 350KB/sec on an EMT 4G stick. Was considering going outside for better reception but its chilly tonight. So gotta sit tight for another 50 minutes...
