1) Create pre-ending DLC such as the Omega one, which many have already decided not to buy.
2) Introduce a 'space magic tracking device', new character or something like that which could only be obtained by playing (and thus buying) the respective DLC and would result in Shep being 'saved'/found in the end.
3) If that 'DLC device' or a similar thing is present at the end of the game, show one or two drawings of the Shep and LI reunited (showing their backs, wearing helmets etc. to minimise the number of drawings needed) or play an in-game animation like 'oh...there's that body...and suddenly the LI appears and runs happily towards it; both with some epic music only or, for example, narrative recorded by the new person from the pre-ending DLC. This would not require many voice actors coming back to the studio or modelling blue/green/feline babies, but it would still make many people happy as they would actually get to see some kind of reunion and in turn generate some nice extra profit for the Bioware/EA.

If people are really serious about wanting reunion DLC (I am ambivalent-I really want to not want to buy it, but I really want to see it), maybe we need a thread called "Bioware we love you-here's a money making idea". And then start a real campaign, sending in "valentines" to them, asking them to feel the love and free the love.<3

This could work. I read somewhere a rumor that the devs didn't think they could do a reunion well so they left it off. I don't believe it though, because it wouldn't have taken much for LI reunions, really. I think they have all the 3D modelling they need for that and even voice acting wasn't needed. For instance, for Liara, they already have content where she's crying and where she looks at Shepard and where they hug and kiss. We all know that they reuse some pieces of character action over again in different sections of the game.
Would I prefer a real "Oh Shepard, you're alive, I love you, and so on," type of ending? Hell, yes. But I'd have been very satisfied if they'd had some scene of a wounded Shepard, pulled from the rubble, limping toward Liara's back, with Liara crying, then turning and seeing Shepard alive, fading out as they hug and kiss. It would have been enough.
I haven't done all other romances, but I'd think there are things they could have used from them as well.

If they did this, I'd be happy to open my wallet. And I just took out some money recently too, which is now in my wallet.

I think that one of the previous posters had a great idea with a drawing. That way there's no dialogue to potentially ruin the scene. Just show a picture of Shepard and the LI and package it with whatever future DLC they plan to put out. Problem solved, ending improved from 99% to 100%.

Anyway, she said at this point they are done with ending DLC-take that for what it's worth, too. That doesn't have to mean anything in relation to seeing a reunion of any sort, but they have previously stated no DLC would be released that took place after ME3's events.

That being said, the reunion is one of those things I can use my own mind grapes for. I mean, ok, we've got confirmation that Shep's alive (in one of the endings), that the Normandy just got a little roughed up but is basically fine, and that the crew isn't doomed to some weird incest/starvation fate. It now ends unambiguously enough that I can fill in my own happy ending, and I don't necessarily need to see a scene of Shep and Liara/Garrus/Tali/Miranda/Ash/Kaidan/Blasto/etc. making out to feel good about the ending.
Dare I say it...I might prefer some other type of DLC to a reunion one.
