For months the forums were full of threads about how the players hate the repeat character cards and would rather get consumables instead. When BioWare implements exactly that, then the forum explodes with the whines from the players who LOVED those character cards and now they are pissed to lose them!
there is simply no way to please the community, they should just give up and move onto rthe development of the next game and leave this one alone.

roughly 1 day after the hugher "change bundle" - and here an early summary about it from me, because i think it is needed...
...i claim bioware to have failed to put to practice the me3-communitys wants concerning the "unlimited character-card issue" as - sure, removing the possibility to gain this cards for characters you have allready maxed out in appearance-option unlocks is a great move, a by almost everyone of us very much appreciated one, i guess...
...but...
it looks like they have got us the classic "one step forward, two steps back scenario" here, as - i think we all where annoyed by it, not out of the shear beeing a little technical incorrectness of it, but out of a certain reason that came along with it: it seemed to "steal away" the gold and silver card space in the packs with drops of (for non-promoters like me, even by 100%) useless/ not existing content, instead of letting us recive missing items/ their upgrade-levels out of the other !!three!! - thats right: the other three "max-out-able" gear groups(weapons, their mods - and let us not forgett the "4th gear-slot equipment" that introduced with the rebellion dlc) or of course, instead of missing characters/ missing customise options for them.
This one speaks the truth. I don't want ammo drops if I don't have my gear or characters maxed out stronger ammo should only be awarded to people who have everything maxed. Including ultra rare
and i do not think that bioware misunderstood this - in the original post about the change stood: "Specifically, we want you to get new content faster and have a satisfying replacement drop..." - and so on,
but as with the same change process, they also changed level 3 consumables to silver cards and introduced level 4 consumables (guess it is really just level 4 one-mission ammo-powers so far) that are dropped as gold cards, what means that they destroyed the wanted benefits of the good move to remove the maxed-out character card dublicates with the same process, as in the result - we have players (like me), that already have all common, uncommon and rare guns, their mods and every character maxed out, but (unlike me) forgotten this newer"max-out-able" "4th gear-slot equipment" arguing about what better was - xp for credits and all consumables as commons - or like now, even more consumables & better ones instead, while i repeatedly saw reports from players that have still weapons or characters to upgrade/ "to train" and talked to buddys currently in this position, that are saying that this silver and gold card consumables are dropped out to them as well... .
so, yeah - the summary is: the current, chaotic state of silver and gold card consumables being dropped out to everyone in almost every of the more pricey and the reward packs does not help anyone and seems to at least completely torpidate the character-card change effort,
maybe even mathematicaly worses the main reason why it has annoyed (guess almost all of) us.
- so my guess is, they should either make sure that this silver and gold card consumables are not dropped to anyone who has still uncommon and rare gear to level up/ max out
(what would really result in the change we, surely all where hoping for),or they should at least give the other uncommon and rare stuff that still waits to be maxed out "a more than fair chance" to be dropped in comparison to the consumables (what i think we have not yet - i do not know the dropout-rates for the newer players that still have main gear stuff to recive/ max - but as it is just for the comparison to the "4th gear-slot stuff" - i say "more than fair" rates look very different). like this state we have now, i say the goals are not met (it was posted: "Specifically, we want you to get new content faster and have a satisfying replacement drop..." - riiiiiight, me too!) - but instead, at best nothing has changed from out the main issue - maybe it was even worsen with the "change-bundle".
so - yep, and again it is still the old song:
FIX IT! FIX IT! FIX IT! FIX IT! ......

Hello everyone! I'm delivering this message to you on behalf of Senior Producer Jonathan Warner...

Mass Effect 3’s Multiplayer has been an interesting journey
for BioWare. Over the last few months, we’ve been watching player behavior,
talking to our players on the forums and in the game lobbies, and playing the
hell out of the game at home. Based on all of that, we’ve been trying to make
adjustments to the game within our post-ship limitations, our capacity for
development and testing, and our ability to patch or update.
We want you to know that we’ve been listening. We’ve heard
your feedback about character unlocks and training in the Reinforcement Packs,
and we’re poised to make some great changes in these areas. Specifically, we
want you to get new content faster and have a satisfying replacement drop once
you have all of the new kits. To this end, we’ve removed
Character kit cards as rare drops after all appearance options have been
unlocked and we’ll be introducing a new powerful Rare Ammo type that will drop
when you’ve maxed out your kits.
We hope you enjoy these changes, and we look forward to
seeing you in game!

This is what interests me. Has the drop rate for Rare/Ultra-Rare/Gear been increased? Or is the only change CC are replaced with Level IV Ammo once all appearance options are unlocked?

and it looks like the character cards have been replaced with the lvl 4 (or lvl 2 in the case of uncommons)
so basically once I have customization options unlocked I can't get XP cards
which really sucks
if enough people complain will you change it back..or does Bioware only listen to one group of whiners

Maxed out common human character cards still drop in PSPs, which is somewhat annoying. Otherwise, I'm really happy with the changes. Even the new gear items drop in the reserved slots now.
That sounds like a bug to me...

Yes there is.... they could leave character cards in and then if the store randomly produces a CC for a class you already have at 20, then BAM! It's replaced with a randomly selected consumable equipment of the appropriate rarity instead.... you know... kinda like the way you'll get consumable equipment instead of clips/ops/medigel/rockets if they're already maxed at 255.... it's hardly rocket science.Zso_Zso wrote...

Likes:
1. No more blowing 2 million credits and geting CCs and maybe 1 Ultra rare Weapon.
2. It will make obtaining new characters from dlc easier.
3. Makes Customization unlocks easier as well.
4. Easier Equipment obtains.
Dislikes:
1. I use CC's for quick level up.
2. Making Perishable Items Rare When most people are still struggling to get the new gear equipment.
3. Why make the LV 2-3 an uncommon for the consumables.
4. Getting Equipment as a rare feels like I wasted 60000 - 99000 credits.

point 2 of likes is probably invalid since the gear automatically replaces the appropriate character cards but doesn't stop the system from trying to give them to you

This is a BAD idea. What about us players who like to use the Characters we get to level our characters....? Doing this will make that impossibal. With this update you have ruined the game for me. Please make a option to continue to get character cards if we choose to.
Even though I b**** about it one bronze match gets you to lvl 6 then two slightly challenging (for me) silver matches gets you to 12..it's not that big of a deal..it just makes the packs a bigger crapshoot because of all of my rare weapons being at 10 and my not using consumables all that much
and those gear items just not seeming to pop up for me
