In case of Uncommon/Silver Characters
Let's say you have a Turian Soldier with maxed out customization options (lights, pattern, ect)
You were supposed to get another Turian Soldier CC. Instead, you get an uncommon (lv.3) ammo now. If you were supposed to get another Silver character that you haven't maxed out, you would still get that.
In case of Rare/Gold Characters
Let's say you have a Krogan Soldier with maxed out customization options (lights, pattern, ect)
You were supposed to get another Krogan CC. Instead, you get an rare (lv.4) ammo now. If you were supposed to get another Gold character that you haven't maxed out, you would still get that.
Why the heck would you want a CC that only gives EXP over a consumable?

Because I don't need to use consumables maybe?
So at this point I prefer to have the chance to level up a class to level 6 without wasting at least 40 minutes in 2 silver matches since I can't play more than 2 hours a day.

I played it the day it was released, got a crapload of cards I'd already maxed, and realized at that point that I was done with ME3 MP as it was and I haven't touched it since.

It gives 60K
I think you need to right click the ME3 icon on origin and select "check for updates" or whatever the Xbox360 equivalent is

hilight the ME3 icon.
right click
select check for updates
IIRC xbox receive updates from xbox live server. Maybe theirs haven't been patched yet.

Consequently, I argued for for a system to be implemented where character cards would still drop for characters that weren't maxed but that would be replaced with something else if the class was already at level 20.
This is not because I only play one class and level the others up with character cards, but rather because I play all the classes to level 20 and, after promoting them, I want to be able to play my adept as an adept, my engineer as an engineer, my sentinel as a sentinel, my infiltrator as an infiltrator, my soldier as a soldier and my vanguard as a vanguard.... not have to play all of them for one game as a glass cannon with a BFG with only a slight variation between them caused by having a couple of powers at level one.
There are several ways in which things could be changed from the current system to accomodate both camps and I find it disappointing that many players, on both sides of the argument, aren't willing to recognise the fact that neither approach to playing the game is wrong, that it's purely down to personal preference and that the right solution would be for Bioware to implement a change that works for both.

if you really want to level up that much just buy recruit packs. Your net EXP will be much greater than from buying Spectre packs
Each gold run gives you 70K. You can buy 14 recruits. Each has a very high chance of a character pack.
I'm sure that's much preferable than wasting 60K and getting only one gold character card that gives 120K exp

Players who actually choose to use the promotion system should not have to sacrifice their chance of getting better equipment to level up their promoted characters a little bit.... just like non-promoters should not have suffered getting character cards for their level 20 classes.
Non-promoters got a change they were looking for... and I'm happy for them. I even argued that the system should be changed so that character cards didn't drop for classes at level 20, so I'm not asking for it to be changed back.
I'm asking for the system to accomodate both ways of thinking without unfairly penalising either camp.
Is it really too much to ask for all you 'level 20 for life'rs to reciprocate now the boot is on the other foot?

One of my friends tried the deforming ammo IV, but he was not happy.He felt that the bullets were better level 1. Maybe its efficacy does not justify their price.......imho
A possible solution could be to maintain the old Specter Premium pack with character cards and add,at the same price (99000 credits),another package (e.g. Specter Ammo Premium pack) with the same opportunity to obtain weapons N7 but the only option to get the rare ammo instead of the rare character cards

Every once in awhile you get a goose egg in a character card if its not maxed... but if those options are, you don't see the card at all, again, making what you recieve better than what was previous. I spent 1 million creds so far under this system and with this purchase order as it is, no longer have to deal with the crabshoot in the Jumbo equipment packs... really... does anyone need or use level 1 equipment now? You should slap the hand of the player which purchases the recruit pack... seriously, play 2 bronze games...

The change doesn't mean you'll always get something you don't have. What it means is that instead of redundant character cards you 'would' have gotten, in place is something that's more useful than that.

You could actually play the game to get your character level back up. Which cost you no credits for that... and makes your game mechanics better for the challenge. This also makes your gain more credits because now as you play more to level your characters after you promote... you get paid for it.
Doubt that at any time level one bullets are better than level 4 or even 3 bullets. The effectiveness of the gear also falls on how he has his character built, his weaponry mods, and his gear... It is only effective as the person using it.
I personally don't want to see a character card given equal standing as an UR weapon... or even a rare weapon... simply to max out your experience in characters and not to max out the options of the character appearance? gear and consumables are more helpful on gold

if you are a bad player, yes.
and...I'm not an "elite" that can solo gold, but I learnt to play gold with random and learnt to not waste cosumable because people rage quits or connection fails, or they don't use rockets, medigel at the right time.
consumables are for sissies.
