There is no question that the current implementation of Premium Spectre Packs and Spectre packs has dramatically reduced the chance of getting rare items such as weapons, gear bonuses or even Character Training Cards.
In the past 48 hours, I have purchased about 20 Premium Spectre Packs, Only got 1 Rare Gear Bonus, the rest is Ammo IV. Yes, I have my weapons at common, uncommon and rare at level X but I don't have Rare Gear bonuses at level V or level 5. I only seen 1 Rare Gear Bonus. for 20 PSP's that's a crazy statistic to only get 1 rare gear bonus.
Other people have confirmed that they are also getting Ammo IV in just about every PSP or SP.
I think whoever programmed this new "Reinforcement Pack Change" probably got the statistics for the drop rates wrong or overlooked the fact that the probability of the Ultra Rares or Rare items may have been adversely affected as a result of having a larger pool of items that the Random Number Generator must choose from.
The ideal solution would be to make the Random Number Generator for the Premium Spectre Packs and the Spectre Packs to give the Ammo IV consumables a lower chance of a drop rate while keeping the Rares and Ultra Rares the same drop rate prior to the change. The fix should be that the Ammo IV consumables should be less likely to appear.
Bioware, what it boils down to is: You gave us Ammo IV Rare Ammo, but one of your programmers dropped the ball on the statistical drop rate for the Random Number Generator and now about 90% of the time, people are only getting Ammo IV.
So the players feel that they are not going to spend in-game credits or real money for consumables because it is just not worth it.
For a Video Game company that means people will lose incentive in playing Multiplayer and if they see no point in playing to get the rewards the game promises then they may quit playing all together and if players quit that means some of those players won't buy bioware points on Ammo IV consumables which means less revenue for the company and you may even lose players.
So in short, for Bioware it is bad because people will hold off buying Spectre Packs and Premium Spectre packs which means lost revenue.
For the players, it means there is no point in buying Spectre Packs or Premium Spectre packs unless you mostly have everything unlocked and all you want is Ammo IV.
Most people will agree that this issue should be addressed and fixed.

I had high expectations because Jonathan said:

He said we would get content faster... I just had no idea that the new content would be mostly Ammo IV consumables about 90-95% of the time.
The new RNG has removed almost all my hopes of getting even a rare equipment bonus.

To say 'Specifically, we want you to get new content faster' and then implement a change that specifically slows down rate of acquisition of the same is ridiculous. I have not yet maxed out my rare weapons or characters, so am yet to get a single level 4. I have noticed that despite buying 1 - 2 PSP's a day I haven't had a single ultra-rare for over a month. I am familiar with how probabilities work and the law of large numbers etc., but even so still feeling somewhat hard done by; no UR's in 40 - 50 packs? Really??
PLEASE can the level 3 consumables go back to being blue with level dictated by pack? At the moment Veteran and Spectre Packs are a huge waste of 'money'.
Oh, and any chance of a complimentary UR for my stimulating post??? :-)

now it is a whole week ago that i last played it, and not by intention - i just recognised that i lost interest in playing with almost never any of the rewards still to go to expect - but consumables !!instead!! ,
as the RNG is just that broken the way now - and ey, i would have so many "4th-gear-slot-stuff" to max-out left...
- but just no realistic chance for any reasonable progress like that
(especially for me the very much more (by 75% in creds) - as i normally use to be a bronze-only player
(yeah, i guess i really suck - as i am even strict non-promoter too... ...but i just cannot get enough of "digital superhumaning around" all day... - but please, without getting so much insulted by a randomiser-tech all that days - nope, just no interest in that, 4real.
in other words - this certain RNG-breaker aspect of the reinforcement-pack change destroys my addict by the shear harshness of it and unavoidable repeating... - just amazing impact i say! but well, as small the cause maybe was - making the store just broken not a small issue is! !POINT! ))
- also i recognise that all my, former like me the same restless mp-playing, buddys from me3 have stopped to play this mp-mode around the same time like me, now either playing other games or the, by us comparatively to the mp largely ignored, singleplayer
(and this surely not just out of the extended cut release - not that lastingly!!)
- and even if they "multiplay" again, then only short-timed for testing out if getting use to it again might be "in range"... .
so i am starting to guess now, that it should look "web-wide" a bit, but surely a bit enough the same: a slider but markable, likewise lasting decrease in "actual-me3-multiplayer-playing-base",
and this just days after a huge change to the mp that i started calling "the store-breaker update" by now... ...so if it is like that - the devs might not be able to act like ignoring this 4ever... ...so:
FIIIIIIIIIIIIIIIIIIIIIIIIIIIIIX IIIIIIIIIT ALLREADY!!!

It is simply boring being tied down with the same stuff for months on end. As a direct result there is little to no variety in the gameplay and it quickly gets monotonous.

EDIT: This is going live tonight
cool, but I'll miss the Character Cards, because the 250 000 bonus XP allowed the characters to evolve some levels. This means that players like me, used to playing levels "gold" and "silver", we have to play in the "bronze", to which the characters go up a few levels before we can play as usual ... which is quite boring.

I'm keeping an eye on this thread.
Please, if you see a change in the URs rate, post the info.
My estimation of the frequency of rares in PSPs/SPs would be:
90% chance to get ammo
9.5% chance to get characters - maxed them out thanks to the change, no longer applies to me.
0.4% to get gold gear - I got only one since the change
0-0.1% to get URs - I got NONE since the change.
no idea about rare weapons chance, I maxed them before the change - and I feel lucky. Before the change there were like 60%/40% with characters cards - I guess the reason for people to complain about the characters cards.

How many Rare Ammos are there? 5? Plus the 2 level IV powers. So 7? How many characters are rare? 18. How are the ammo's hurting the % of getting UR's?
18 CC's removed and replaced by 7 rares should up the chance at getting UR's No?
I am on a current streak of 17 psp w/o a UR. Previously I reached 29 w/o a UR. This was during the CC spam. Then the change occured and I got 3 in like 5-7 packs. Now I am 17 into the wind and nothing,so w.e. this sucks lol.

- i say that this feels like a mathematical too small progress, as that single ones - no matter if even a houndred single ones of us could really reveal a change in this ur-droprate, here in the forum
(even me, who stopped playing it 1-2 days after the update/ change, recived 1 ur in that time - and this without spending "amassed fortunes" - as there where none...
nor even playing a single gold match - since i normally do not play anything else than bronze, like statet before in this page...).
but the two things we can say for sure are:
1st - that they failed putting to practice a real change with the main issue of the unlimited-cc-thing
(and the main issue with it was,
that ppl felt like silver and gold card-space where "stolen away" by "just cc's again" (for strict non-promoters like me,
this "maxed-out cc-dublicates" where even by 100% non existing content) instead of missing (so, still to recive) content (you know - missing lasting-content but not any how-the-hack-ever "missing consumables"...)
- and everybody can see that they failed in this, as some ppl are even damn sure feeling that their ur-droprates have fallen - not "even though", but because of the change...
2nd - the reinforcement-pack change defently seem to have broken the RNG in the way as the, weeks before the update/ change fresh implemented 4th slot gear-bonuses (both the uncommon - and the rare ones), are dropping now instead of seldom like before - close to never!
but tons of uncommon and rare consumables !!instead!! - and we players, experienced enough to have had all the weapons, their mods and all the characters,
regardless of being common, uncommon or rare maxed-out before rebellion-dlc, can only imagine that for newer players that still have some uncommon and rare guns/ gunmods/ characters to recive/ max-out, it might be now after the change the exact same with that too additionaly to them,
like with the (only as uncommon or rare versions obtainable) 4th slot gear-bonuses to us only - that now defently refuse to be dropped almost in every, every case a silver or gold card is dropped to us players that only had some of 4th slot gear-bonuses to recive left before the change
(and we usually do just very much more care about maxing out our lasting stuff first/ prior - before any
"what better was - tons of silver and gold cc-dublicates - or even more of tons of partially better/ as silver or gold drops flagged consumables..."-considerations could get of any, anyhow importance to us.)
- yes, i even state here my opinion that this thematic is a very much unimportant one,
an at best secondary important one, compared to the RNG-breaker aspect of the change - what also means that everybody that only cares about this unimportant one/ making postingly fun outta this ppl/ generally everyone further making their stupid little comments, anyhow concerning this stupid little thematic -
should go opening an own, stupid little thread about it - this one here, is from importance out mainly (and should be only) about the real, serious issues with the change
- while you guys are taking away much of the seriousness to it, by still complaining about it here/ complaining about the complainers of it here - as it makes the thread slidley look like we would talk all about the same aspect of this change
- but this just is not - as there one serious is - and one stupid little...
...so please, ppl still wanting to post anyhow-and-whatever regarding the latter - go away, open your own little fun-thread or at least mute here allready!

.... and (3) I'm not in the mood for the gold gear today, try next week.
After:
1. Here is your shiny, single use ammo/armour
or.
2. Here is your gold weapon. Oh, it is maxed out, then here is your shiny ammo
or.
3. Here is your gold chararacter card. Oh, it is maxed out, then here is your shiny ammo.
.... and (4) I'm not in the mood for the gold gear today, try next week.

I didn't play ME1 and ME2, maybe someone can enlighten me if I'm missing a story element here.
Oh and just out of curiosity, who the heck puts on pistol amp gear?? That 15% pistol damage is gonna come in SOOOOO handy on a gold atlas, every 7 shot is an extra shot damage.

As far as the ammo IV is concerned: eh. I haven't moticed much of an upgrade over level III.
