Apparently today's update changed the drop priorities for Gear again, if some of the stories above are true. I haven't had a chance to play tonight, but I'll get in a few Gold/Silver matches and then spam it all on Vet Packs and post my results tomorrow.
Bought 6 Vet Packs last night, but all of them turned out to be Ammo. (Note: To save time, I will call all one-use consumables "Ammo".)
Out of 17 Vet Packs opened so far since I started recording my drops, I've gotten 14 Ammo and 3 Gear* (and all three were before yesterday's update). That drops the % rates I gave in my initial post to a 17% or less of getting Uncommon Gear in Veteran Pack guaranteed slots. It seems that drop priorities have NOT been changed, and people who have been getting lots of Gear from Vet Packs must have just been on a lucky streak.
My personal experience has been much better with PSP's, where I've gotten 5 Rare Gears as well as 3 Uncommon Gears out of 7 PSP's. No Ultra-Rares in those 7 PSP's, but I have been getting semi-regular UR's over time as well.
Conclusion? It seems that different people have better luck with various strategies. Find one that works for you and stick to it.
*Curiously, all 3 Gear drops were in a row as well! There might be something to the theory that you should save up your credits, buy one Pack as a test, and if it drops a UR or Gear, buy several more Packs in a row while the RNG is still stuck on whatever variable it used to generate the drops.
