I think it gives you one of those if you have a particular type of rare maxed out (gear, weapons, characters). If only your characters are maxed out, the RNG likely tried to give you a rare gun and saw you were maxed so gave ammo instead. Unfortunately, it happened twice in a row for me yesterday.

The reason the system works the way it does is to keep us playing as much as possible and make more money. If we got everything we asked for, we wouldn't play as much. Asking the casino head to change the odds so it takes less money to win is uh. . .a request that will fall on deaf ears.

- Removed character kit cards as rare drops after all appearance options have
been unlocked and we've introduced new powerful Rare Ammo types that will
drop when you've maxed out your kits.
See more details here.
I've yet to unlock the N7 Shadow and Demolisher yet I'm getting rare ammo types. According to this shouldn't I be getting those guys unlocked first?

all it says is you will NO LONGER get rare character cards once you have each appearance option unlocked for that character. It doesnt mean you wont get lvl IV drops just cus you still have more characters to get. It usually took about 5-7 million credits to max all rare cards from each dlc, so keep grinding, youll get em

Honestly, I'm not motivated to buy packs that often anymore, unless another multiplayer DLC comes around. I wouldn't think of wasting MS points on premiums if all we're going to get are just ammo consumables. I'd like to eventually level up my Harrier and unlock the rest of my Gear bonuses...

You're not the only one. There's a big problem with the drop rates of gears, considering that BW classified them as uncommon or rare. The uncommon ones elude me even more than the rares. It would be nice if gears took precedence over level IV consumables, or if you typically got one upgrade in every PSP once you have everything else (except for ultra rare weapons) maxed.
I don't see an issue with the drop rate of ultra rares; BioWare is simply rewarding hardcore players, and if you are one of them then you have to deal with level IV consumables until your next ultra rare unlock. That's fine. But there is a problem in that in many cases rare weapons outperform their ultra rare counterparts. For example, there's no way I'd pick the Wraith, Javelin, Particle Rifle, or Indra over other same-class weapons (ok, maybe the Indra can compete with the Widow now, but it doesn't compare to the Black Widow or Valiant).
P.S. - Why is there no ultra rare smg, and why is the Wraith the only ultra rare shotgun? I'm not counting promos.

Earth DLC Gear (So-called "Uncommon" and "Rare") drops less at least ten times less frequently than UR weapons. 28 million credits spent after installing the Earth DLC and I have maxed all of my UR weapons to X, yet am missing 31 Earth DLC Gear drops. Two of them (one so-called "Uncommon", one so-called "Rare") haven't even unlocked yet.
I have six million credits saved up to spend once Bioware addresses the situation. Or maybe I'll just wait until the next MP DLC so I feel like I'm getting at least something for my credits.
Why hasn't this been addressed? By anyone? Hello? Bueller?

I've seen some player's manefest today, where they had all level X ultra-rares but still missing a bunch of gear bonuses. Also, they didn't have a mountain of level III and IV ammo stuff, but oddly they did have 255 level I ammo powers. O.o How they managed to get lucky with all the ultra-rares, I have no idea.
I was wondering why there was no ultra-rare SMG too.

I feel your pain. 3-4 million credits later and I unlocked 2 earth charatcers and got the paladin from the weekend event. Haven't got any new gear in a few weeks and still get common characters (in my fn PSP).
Plus side: rares and ultras are leveling up.

How did we ever believe that BioWare would improve the game? Instead, we got lvl IV temporary ammo powers. Trash. Garbage. Junk. We got trolled. We got trolled HARD.
You LEARNED? What kind of crap is that? Introducing these "new" lvl IV temp ammo powers isn't learning. It's pissing all over your player base. That doesn't make us happy; that makes us irritated. Frustrated. Dejected. At a loss for words.
We trusted you. And you chose to spit our faces.
