There is absolutely no evidence of that. None. Not to mention, the time it would take the Reapers to get to other Galaxies, and the sheer number of Galaxies. There is no way they could stop it happening in all the Galaxies of the universe. And considering the Reapers hibernate and the Synthetics will have no reason too, the Synthetics technology will eventually be far beyond the Reapers. No, Starclown failed from the beginning.

It was tasked with protecting Organics from Synthetics. It being too stupid to see its "plan" was doomed to failure from the beginning is down to it and nothing else. The vast distances would be nothing for Synthetics, they don't age. There is no evidence the Reapers have advanced since they first came into being, and considering the current cycle species can destroy many of them and they only had fifty thousand years, you can be damn sure a Synthetic race that's been advancing for hundreds of millions of years, maybe longer, will hand them their ass.
Starclown failed at its task spectacularly. The only reason the Milkyway hasn't been overrun by Synthetics has nothing to do with it, it didn't happen because it was wrong. It's nothing more than a flawed AI with circular logic forming its decisions.
Leviathan shows that there are no guarantees with either the control or synthesis endings. It shows there is no chance of controlling the Reapers indefinitely.

You make a good point about synthetics not being concerned with distances between galaxies, they could, after all, just shut down for the tens of thousands of years it would take them to complete the journey.
I don't really see the Catalyst as stupid, more that he is limited by the constants of his programming. It can't really conceive of anything it's not programmed to.

If it can't think outside of its programming, then it's a VI, not an AI as it claimed, making it even more inept. It's no wonder Leviathan broke ranks, it saw this thing for what it was.

Collective consensus doesn´t sound much like control to me, I see it more like a conclave were opinions are exchanged.
From the leaks it doesn´t look like Levi is much of a nice guy anyway. Which is to be expected considering how it was created. Even if their actual minds are still there, sanity should be a real problem.
