Well, with Infiltrators forced to choose between utility and power, I expect to see alot more variety in matches.

EDIT FOR FUTURE READERS: Title is satire. I'm not complaining about the balance, it was well needed. I suppose the Job well done line might have seemed like sarcasm to some but, meh.

 Another note is that the Crusader got lighter.  There's a bright side for the oversize pistol-sniper-rifle shotgun thing whatever. ^_^

The infiltrator isnt dead, just subdued, and better for it. It makes him more of a team player. I approve.

First overreaction topic of the day, everyone. (Unless I'm somewhat misreading the tone of the OP, which I might be upon rereading).

Play it first before you decide it's dead. I'll bet $1 that it ain't even close.

I'll just keep playing like I've been playing, choosing duration in rank 4, getting to the objectives, keeping my team alive, moving tactically. I'm not disappointed by these changes at all.

Actually, I heard someone mention that, since the Cooldown of Cloak is linear, but capped at the bottom, the halved base time also will halve the time window for minimal cooldown. When you are to slow, the dps will drop sharply. Good thing the SRs have been made a bit lighter in return.
