So Chorban (the guy you scan keepers for in ME1) claims that the Keepers were "bio-engineered"(whatever that means) by the same 'people' who made Sovereign, millions of years ago. Interesting, is it not? Now, supposedly the Reapers made the keepers, though from what, we don't know. It does seem however, that the Keepers' striking resemblance to the Harvesters in ME2 (we see one on Tuchanka), implies that the Reapers may actually harvest and repurpose non-sentient organic life. This is backed up by the fact that we see indoctrinated Harvesters in Mass Effect 3, despite the fact that Harvesters have relatively basic intelligence. While it's true that Harvesters have been known to drop Klixen, they have no cities nor settlements, as far as we know.
This begs the question: if the reapers can indoctrinate Harvesters, why do we never see indoctrinated Yahg? While primitive, the Yahg have proven to be far more sentient than Harvesters. More importantly, what does this say about the Reapers' supposed motives
