We took 7 scales to Wade and paid 10 sovreigns but he only made glove and we have 3 scqalesw left.
So, I presume not enough scales and will return to the caverns.
However paying the money hurts. Should I load just before the deal and wait?

You had enough scales, it only takes 3.

On each offer of the scales offer him the maximum amount of Gold that's listed to be able to unlock the superior drakeskin armor and the superior dragonscale armor. Both are a lot better than their default version.
