They need a giant baner on this page that says "Learn to read, you don't need to be connected to play".   I see a compaint about this every other topic and it just isn't true, I play offine all the time.

But you don't need to stay connected. You log in, download the content, install it, then you can log out and play offline with all the content available for all your chars.

Or are people having different experiences?

edit: oh, yeah  enchantment for sure.

This isn't really on topic, but care to explain how? If I try to load a game with DLC enabled, it says I have to connect to use the DLC. If I try to disable DLC before loading, it says I can't load a game that has DLC unless that DLC is enabled. The only option I can think of to play offline would be to turn off DLC before creating a game, and making sure DLC was never turned on at any point.

I think so long as the game has your account details memorised, it remembers your DLC status if you are not connected to the internet. You may need to wait at the main menu for a while so that it has time to realise you are not connected to the web.

Even on PC gamer podcast, some caller was complaining about it and they went on and on about how this was a bad decision by Bioware, they can't even look it up for a second and give the correct answer for the listener. Here I thought these guys knew their stuff.

Because when you buy the game you have bought teh full game, the game though is made a way so you can get additional content by buying DLCs, that is about it really.

If you just want DA:O as it is then the value you get for your money enough... no one is forcing you to buy the downloadable content.. fair and square.

Would you like to goto work and all the overtime you did at your work you would not get paid for? No you would not, I think this answers the question in a more civil way.
