If you listened to the Catalyst carefully, Harbringer is the first true Reaper. The species responsible for creating the cycles. The one that screwed up royally letting the Catalyst do what it wanted unshackled. If every Reaper represents a species, they have my sympathy. Harbringer a little less. Glad they looked for a 'solution' now?
In a way, this is all Harbringer's fault.
