No.

You get a Victory Pack because the community as a whole met the community goal.

You also get a Commendation Pack for you completing the squad goal.

You don't get two Commendation Packs.

Got a N7 Hurricane. Those things are surprisingly powerful. If you stack weapon dmg abilities on them, you mow through crowds with SMG mods that have a chance not using rounds. Only problem is you have to be close with them. But up close they carve through everything, especially with headshot bonuses. Gotta have high shields though because of the danger being close.

with stabilization , rail amp III , disruptor ammo and smg gear on top it's a great gun. I lke the sound too. 
I mod it for extra clip + the 45% chance of not using up the clip... and you can shoot forever.

Hurricane 1 can surprisingly cut through a Brute really quickly, I'd love to see what a Hurricane X does.

Eagle 3. At this point I don't care, never use the valiant or crusader and, if I get it, probably won't use the hurricane. I know people say they made it better, but I don't like it in SP.

I don't think so.  I just monitor the forums and, because I play this game on Xbox. I also get a pop-up notification if I log on when an operation is beginning (possibly during the op too but I believe you only get it once).  I believe PC also receives the notification but not PS3.

Why premium packages are different AGAIN? Now we can't get gold characters and N7 weapons are really hard to get. I think ammo level 4 unnecessary, it's enough with level 3.

I know I completed with a team of two Krogan, a vorcha, and a batarian.. and I didn't get my commendation pack I participated all weekend long, and didn't recieve anything for the effort either)
