congratulations, you've missed the point and meaning of 'experience' in this case. you equate it to something that shows an actual understanding in regards to, and acts as a resume for, the matter at hand. by your flawed logic, someone playing as a level 10 soldier, but with a 4000 N7 level has less experience than someone playing as a level 12 soldier, but with a 2000 N7 level, and despite the fact that both players have played for the exact same amoutn of actual, tangible, quantifiable time.
the very simple point is that experience, in this case, acts like more of a score to be shown on a leaderboard. it does not mean that you get experience in the sense of learning, but in the sense of points.
in summation, a duck is always a duck, except when it's a quail. nobody is trying to lie on their job resume, they just want to get more points because it's a video game, and now they've been stripped of a way to get points, and they have received no actual alternative (replacements =/= alternatives, by the way). get over yourself.

Two things no one here has mentioned yet which I am surprised about.
One, if we go back to the old system you could be like me when resurgence came out and without the character class from that expansion you most wanted after 4 million credits spent (justicar obv). This way when new faces come along the older players get to experience them sooner which will keep us well over n71000's playing and the newer guys are still unlocking original gold characters and guns so they should be happy.
Secondly as I'm pretty sure the op and all the +1 set buy psps primarily to grab UR's then be happy that level four ammo's are going to get you through more successful gold games at s greater rate allowing for MORE psps to be purchased. It's gonna be a small improvement I'm sure but I'll take it rather than rob myself of those level one drell adept missions (run run run run run! Ahh!!! Shoot and run run run run run run!!)

People shouldn't be able to promote a character they played maybe 2 matches with just like infiltrators shouldn't be able to run across the map invisible and rez level 10 promoters.

What Bioware should do to appease you promoters is to make a character pack where you get CCs no matter what, while we non-promoters stick to are very usable consumables.

2) I don't want to buy JEPs on a regular basis to keep up my supply. I play more matches than I spend credits really, since I usually save up to have a few million before splurging on PSPs to try and nab Ultra-Rares.
3) I'm a hoarder
Regardless of all that, since I'll end up getting a ton of level IV equipment in the near future, I'll probably start using it just because.

Well then, like everything else in the Mass Effect universe (except the ending), they will have to make a choice. Promote, or get stuff. Or they could just play the freaking game to promote, but thats another issue.

What if the URs were obtainable in a CC pack? Would that help?

Stop trying to manipulate words to get what you don't deserve. Experience points are awarded for playing and playing is the only thing that should award experience.
And by the way, it's not experience for you, so your N7 rank argument is irrelevant. It is experience for the character you're using. As he gains combat experience his powers evolve and he gets better and stronger in combat. Buying packs does not give that character combat experience so it should not give them experience points. It's really quite simple.
