The OP is the one who got trolled by Bioware, because this WHOLE thread, and every single "+1" to his little list, will do absolutely nothing. Bioware does not recognize petitions. They recognize discussion.

AS someone who has promoted 46 times, this is bad idea. The new format is MUCH better! You can get just as much XP from recruit packs (if blue cards =12,500 XP each for very few credits), or the same XP as two rares in a PSP for less than half the cost at around 40,000 credits (if blue cards = 62,500 XP).
What do you gain by going back to the old format? Nothing. You buy 1 pack instead of 8-20. It's merely laziness.
So you want the community to suffer from worthless cards that won't help them or their team succeed as easily during gameplay because it's an incovienence to you? Wow, you sir, are selfish.
I'd rather have usable ammo, than cards that give me or anyone else no real benefit. Seriously....a rare gold CC gives me about the same XP as a silver match...but does it give me 30,000 credits as well? Nope. I'd rather have ammo that can help me make a gold match easier to earn more credits.

Promotion isn't just a leaderboard competition thing, it's also for respeccing a character. Sure you could use your "Power Reset" cards but those are consumables, they will run out and some people have reported finding it difficult to get any.
It would be more beneficial to promote and buy a few SPs or PSPs to get some character cards and at the same time take a chance in getting an Ultra-rare.
Given the repetitive nature of this co-op game, some people find it annoying having to play several games to re-level-up their characters.
What I personally would love to see is Character Cards only being dropped when you don't have all classes maxed at 20.

If you want to play this game, play it. If you don't, then stop. How is it annoying to have to replay a character for 20 minutes to get them to 10? Personally, I don't like just looking at my awesome level 20's all day. I prefer to you know... play a match.

Neither is truly representative because of the nature of how the members of the samples have been determined.)
If you don't like gameplay at lvl 20, you're free to promote and play at lower lvls. But you're not ok with that either, since you want to promote but don't want to lvl up... So you don't like lvl 20, but you don't like lvl 1, even if one silver game (16 minutes? 18?) can make you 7 or 8. May I ask, why you promote then? For example, I don't happen to agree with keeping characters at level 20... I tried it for a while and the game started to get stale for me... so I started to promote regularly. Sometimes, when I get all classes back to 20, I keep them for a while, sometimes I don't, but never for long. Nevertheless, I could (and still can) see the merit in the argument against character cards popping for a class that is at 20. It was logical and so I supported a change to that, in theory.
What I do not support is the way that change has been enacted. There is at least one solution that will keep everyone happy (at least to a reasonable degree).... but that is not the system currently in operation.
