O.K. this may sound silly, but does the war cry for champions use a particular stat or something?  When the npc's cast it, it knocks me, or my whole party down, when I cast it, not one enemy seems effected accept for the debuff.

You need the 3rd or 4th skill in the Champion line to get the knock down. I think it's the 4th.
