I really love the armor and gloves in this game, everytime I think I have the best, some other which is better pops up.

It is a somewhat random drop from the Guardian, much like the Warden Tower shield from Sophia and the pretty staff from the fade. It does not drop 100% of the time. You may have to repeat the fight 100+ times for it to drop, or it may drop at random several times in a row. They exist. They don't meander around reliably.
With all the potentially game breaking bugs, you are seriously obsessing about a pair of crappy gloves?!?!

honestly people why does anyone care about the whole set? The juggernaut armor/legion of the dead/the one you buy from the crazy tainted dwarf in orthan thaig are much better

Rare loot from Hired Goon at Caridin's Cross (Paragon of Her Kind).
They can also be found on the corpse of the Lieutenant in Smuggler's Run. The best way to obtain the gloves is to save before going to the roof and killing him, and if he doesn't have them load the save until he does.

I'm on the PS3, and fought the Hired Goon maybe about 200 times in my last playthrough (sad, I know), and not once did he EVER drop a PIECE of the Ceremonial set. If he at least dropped the boots or chestpiece, then I'd know there's a chance for the gloves. Maybe I'm just really unlucky. Wish I could complete this set.

Be aware that different versions have different bugs, MCJD. I would suggest restricting the question to the PS3 boards for a more accurate answer.
For example, the Ancient Elvin boots are not available on the PC but are on the 360.

If you need help finding something go to dragonage wiki I found all the sets that can be found that's not bugged. Just go though the quest like normal some reason I always find the ceremonial gauntlet.

You get the chest plate when you go to the lake while helping Waylon you get the boots from the traveling merchant.

I know right? I can NEVER find those stupid gloves and it sucks for us console players who have to deal with run-of-the-mill armor and the like. Its just like the blackblade armor in awakening. You can find the helmet and the chestpiece but not the boots or gloves. Wtf Bioware.<_<
