Second of all, I don't remember seeing the next cycle 'made' to use the Crucible. In fact, Liara's recording explicitly said it didn't work.

Why do you think he's referencing the movie? He could easily be referencing the battle itself.

In history they did. The Persians broke the 300 line like they did in the movie and rolled right on into Greece and proceeded to **** their **** up in a bad way. It took a long time for Greece to mobilize forces to fight them and an little known General called Alexander the Great to actually achieve victory, with vastly inferior forces I might add.
However, there is no reason to believe that the next cycle didn't defeat the reapers conventionally since it isn't specificially stated how they are not a threat any more. I just hate history based on movies.

Still, destroying the Citadel would have the consequence of not allowing the Reapers to make use of its relay and would have the coincidental side effect of freeing the Reapers.

Maybe the next cycle - provided indoctrinated individuals don't interfere - just gets on the fast track to getting as far as Shepard is far shorter time.

It doesn't have to be interpreted that way, and I wouldn't have if Bioware (Gamble) had just kept their mouth (or twitter) shut.
Dropping into the middle of Dark Space where the Reapers are still sleeping and vulnerable, and them blowing them away with overwhelming numbers and technological force (both very plausible for the NEXT cycle assuming they take Liara's warning seriously) is not a war. It's an execution.
