I completed the Eden Prime mission and recruited Jakik. He's on my ship, I can talk to him, I've had a cutscene or two with him so far. But when I go out on missions (like the N7 mission where you get those 2 pieces of Reaper tech, or going to Palaven to save the Turian Primarch) he's not selectable as a teammate. His silhouette is there, and if I hit info I can see his abilities), but I can't select him, change his costume, etc. It's just a silhouette. It's been a while since I did my first playthrough, but I'm pretty sure back then I was able to bring Javik on missions right after recruiting him.
Also, and possibly related, my quest log still says I should be collecting Cerberus data for the rebels on Eden Prime, despite the fact that I completed the Eden Prime mission.
Is this a bug? Is there a fix?
Recruited Javik, but can't select him for missions.

He don't become available till after priority palivin he needs time to recover.

Oh right. Dur. I just thought that was his way of telling me there were no more conversations I could have with him at the moment. Didn't realize it also meant he couldn't fight. But that makes sense, story-wise. Thanks!

For the bolded part, there are three terminals throughout Javik's recruitment mission that, once collected, help the Eden Prime rebels and they become additional war assets. If you didn't come across these three terminals, then that part of the Eden Prime mission will obviously remain unfinished, and you can't go back.
