I was in the same boat, couldn't get it for nothing, was so glad I unlocked it! Now if I only can get it to atleast level 5 I would be cooh but sadly I don't have the urge to play that much anymore so no complaints. You'll get yours soon.

It is partying with my Black Widow. I have wanted a BW since MARCH and I still do not have it. Yesterday I got the two ultra rares in the same day the first new weapons I have gotten in weeks. What were they you ask - the Indra and the Harrier. I want a BW!!!!

Looking at the OP's manifest, he's either really unlucky or maybe the Harrier is somewhat glitched, and just dosent drop properly for some people? e.g.: database issue, where its not flagged as a valid weapon for that user?

I feel your pain I went ahead and finally opened my vic and commend packs and got my last character card QME and the Hurricane... good gun havent found a solid set up for it yet but I am dieing for the harrier my brother has one and Im uubber jealous

Yeah, it's just the RNG for you... I spent 3.7M when the DLC came out - 0 URs. Probably went through a spell of about 7M of PSPs w/o URs. I finally got the Harrier I after about 10M creds and then a II shortly after. I still don't have an Indra. I've been keeping better track of packs lately - I just went through 58 SPs before getting an UR. My gear is maxed out so I'm back to URs - right now I'm averaging about 1 UR ever 10-12 PSPs.

A Valiant would be nice too (I'm at an Eagle 4, so yeah...).

I'm missing most URs, 'course I don't get a whole bunch of credits all the time, so I count myself lucky with what ones I do have. I really like the Harrier I, even at that lvl it's pretty boss.

That's the way it goes sometimes. I got the Harrier the day the DLC was released, but I didn't get a Black Widow until around N7 2200 and a Talon around N7 2500.
